The Qingdao West Coast New Area has recently launched a comprehensive urban improvement initiative aimed at enhancing the city’s image and the quality of life for residents. This action aligns with the requirements of the 'Civil Affairs Without Worries' special initiative and employs a combination of individual efforts and team collaboration to systematically address the '884' key areas. These areas include eight improvement zones and eight plus four complaint reduction zones, with the goal of achieving sustainable urban management. The district’s comprehensive administrative law enforcement bureau leads the initiative, collaborating with urban management, traffic police, and transportation departments to establish clear focuses on improvement and complaint reduction, implementing regular joint enforcement mechanisms. Measures such as off-peak inspections and peak staffing ensure effective management of urban order. Based on a problem-oriented approach, the Qingdao West Coast New Area has conducted a thorough analysis of complaints regarding street occupation during the 2025 special initiative, particularly during the 'Summer Illness Spring Treatment' phase. By analyzing issues such as street occupation and illegal postings within the '884' areas, responsibilities have been clearly defined, and a weekly analysis mechanism has been established to monitor regional issues in real-time. A dedicated team has conducted assessments in eight key areas, creating a foundational ledger of problems to ensure effective resolution. Tailoring strategies to regional characteristics, the Qingdao West Coast New Area has implemented a 'combination of alleviation and blockage' approach, piloting initiatives at locations like Qingdao Medical University Hospital with significant results. Through government-business collaboration, the parking lot at the north gate of Petroleum University has successfully transformed into a nighttime 'micro-night market,' effectively addressing street occupation issues while catering to student needs. To date, the Qingdao West Coast New Area has standardized and rectified over 1,000 instances of urban order issues, with 794 cases legally processed, leading to significant improvements in urban order. Moving forward, the Qingdao West Coast New Area will continue to consolidate its improvement achievements, enhance urban environmental quality, and ensure a clean and orderly city environment, providing solid support for high-quality development.
